
Dr. Thomas J. Buckholtz

Dr. Buckholtz is a business
coach, consultant, seminar provider, author, and speaker. He helps enterprises
and executives define and achieve business strategies, develop and market products
and services, augment corporate culture, and focus on doing the right work effectively
and efficiently. For example, based on Tom's recommendation, a United States
political party's National Committee successfully established a Grassroots Division.
His Strategic Proficiency techniques catalyze enhancement in business and personal
effectiveness.
Previously, as a Commissioner
in the United States General Services Administration, Tom led a $1 billion telecommunications
and systems integration business unit, oversaw $20 billion per year of computing
and telecommunications procurement, and served as both the Chief Information
Officer(CIO) for the General Services Administration (GSA) and as co-CIO for
the federal government's Executive Branch.
Representative Accomplishments
While serving for 3 years in
the federal government, Tom led the team that catalyzed the early 1990s nationwide
grassroots movement that put improving governmental service on the national agenda.
His procurement innovations include the Government-Wide Acquisition Contract and
the Indefinite Delivery - Indefinite Quantity (IDIQ) Multiple Award Contract.
Earlier, he catalyzed innovation,
teamwork, and $100 million in recurring annual benefits throughout Pacific Gas
and Electric Company and established a new business practice - the enterprise
software license - in the world marketplace.
Tom has also led operations
for high-tech start-ups, helped pioneer 3 technologies (multi-participant computer
games and simulations, automated libraries of document images, and hand-held
computers), doubled the revenue of a consulting firm for two consecutive years,
developed administrative and engineering information systems, conducted scientific
research, and served as a Professorial Lecturer for George Washington University.
His work has involved large
and small enterprises in aerospace, agricultural research, business services,
computing, defense, education, energy utilities, government, healthcare, high
technology, insurance, Internet, politics, research and development, telecommunications,
and venture capital.
Boards and Memberships
Dr. Buckholtz is a member of
the Board of Trustees of the Committee for Economic Development. He serves on
advisory boards for the Goldman School of Public Policy (University of California,
Berkeley), Notre Dame de Namur University's School of Business and Management,
Telecommunications Management and Policy Program in the University of San Francisco's
School of Business and Management, and the California Trade Education Center (California
Council for International Trade). Tom is a Fellow of the Silicon Valley World
Internet Center, a member of Technology Empowerment Network, and a life member
of the Associates of the California Institute of Technology. Previously, he served
on the Wilson Council (Woodrow Wilson International Center for Scholars, Smithsonian
Institution), California Information Technology Commission, a U.S. Department
of Commerce Bureau of Export Administration advisory committee, the Corporate
Relations Committee of the World Affairs Council of Northern California, and the
Board of Directors of Technology Network and of Watergate East, Inc. (a residential
cooperative in Washington, D.C.).
Community and Presentations
His civic contributions include
the concepts that catalyzed creation of the Palos Verdes Estates (California)
Shoreline Preserve and Rotary International's Donations-in-kind Information Network.
Tom has given hundreds of presentations, including keynote speeches for the 9th
International Forum on Technology Management and the 11th IEEE-USA Biennial Careers
Conference and addresses for the Business Marketing Association, Commonwealth
Club of California, World Affairs Council of Northern California, Rotary clubs,
and Keizai Doyukai (Japan Association of Corporate Executives). He is a co-host
for Issues Today, a Silicon Valley television program. The California State Senate
recognized him for his leadership, commitment to education, and community service.
Education
As a National Science Foundation
Graduate Fellow, Tom earned a Ph.D. in physics from the University of California,
Berkeley. Previously, he received a B.S. in mathematics from the California Institute
of Technology. He also completed executive business administration programs at
Stanford University and the University of Michigan.
Publications
Tom's book "Information
Proficiency: Your Key to Information Age" (John Wiley & Sons, plus Chinese
and Korean editions) provides a roadmap for the Information Age and features techniques
for, and inspirational successes at, enhancing decision-making, leadership, processes,
teamwork, learning, and the contributions of information systems and technologists.
The title topic captures the essence of the Information Age for business and government.
